You will typically need to address the following topics while constructing a Site:

SiteManager: What and who is a Point of Contact, Webmaster, or SiteManager?
Page Names: Why do we need to name the pages? It it really necessary to organize them?
Look and Feel: What sort of colors and color combinations can we use? Why doesn't the Referee Management Site have more graphics? What constitutes an "ugly" or "good looking" Site?
Segments: How do we establish what each Segment on the site will do and be?
Standardized Values: Why should we care if the values are standardized? Shouldn't the site just keep track of whatever gets typed?
Validation: Should input data fields be validated?
Public Segments: How do we establish which of the Segments of the site should be public?
